He and Sharon make sure to arrive at the Citadel for the meeting early. For one thing, Bucky wants to make sure that their side is fully aware of everything that's going on - especially in light of Steve's call. For another, he doesn't trust Fury not to try to get the drop on them by calling before he's expected.

He doesn't mention that part to Sharon.

Fortunately, it looks like everyone's had the same idea. Shuri wanders in first, already poking at something on her tablet, waves cheerfully at them and claims a comfortable seat on the side of the room. Okoye and Ayo arrive together, just ahead of Nakia and T'Challa, and it's not long before everyone is settled around the table.

It feels more like a council of war than anything else. Maybe it should.
