He shakes his head in disbelief, before seizing on another argument. "Besides, the Avengers compound is a secure location, too. Wa--" He hastily rethinks that approach as Steve's eyes narrow, and shifts to, "--why, we've got all kinds of resources there. And U.N. authority."

If he's going to have to deal with the nightmare the Accords have turned out to be for them, he might as well get something useful out of it.
